Role Overview
We are seeking a Wildfire Mitigation / PSPS Business Analyst to support a local utility’s growing Emergency Management function. The position plays a central role in establishing and leading the utility’s wildfire mitigation and Public Safety Power Shutoff (PSPS) programs amid increasing climate‑driven risk from rising temperatures, drought, and extreme weather. This position is responsible for end‑to‑end planning, coordination, and implementation of wildfire mitigation and PSPS capabilities across the organization.
This role will partner with the enterprise Risk Division to lead foundational program design—working cross‑functionally to develop situational awareness tools, decision‑support processes, plans, protocols, and standard operating procedures (SOPs). The role blends strategic planning, operational coordination, and analytical rigor to ensure wildfire risk reduction actions are defensible, repeatable, and well‑integrated with emergency response and stakeholder needs. This is a contract position with an opportunity to apply for the permanent role.
What You’ll Do
- Lead the development and implementation of the utility’s PSPS program, including program structure, governance, operational workflows, and ongoing improvement in partnership with the enterprise Risk Division.
- Design PSPS planning and execution processes from the ground up, including criteria development, risk thresholds, decision timelines, escalation protocols, and event lifecycle management (pre‑event, during event, restoration, and after‑action review).
- Develop plans, protocols, and SOPs related to wildfire mitigation and PSPS, ensuring alignment with Emergency Management, ICS/NIMS principles, safety requirements, regulatory expectations and internal teams.
- Contribute to building and maintaining situational awareness capabilities, partnering with internal stakeholders to integrate weather data, fire risk indicators, asset information, field status, and operational constraints into usable tools and dashboards.
- Support decision‑making during wildfire and PSPS events, providing analytical insights, documentation, and coordination support to leadership and emergency operations personnel.
- Participate in exercises, drills, and post‑incident reviews, incorporating lessons learned into updated plans, tools, and procedures.
- Monitor evolving wildfire and climate risk practices across the utility industry, helping adapt the program as standards, technologies, and expectations change.
- Support Department Emergency Operations Center activations with shift‑based overtime or on‑call work, including nights, weekends, holidays and extended hours.
- This position's work mode is in-person.
What You’ll Bring
- Experience in utilities, emergency management, wildfire mitigation and PSPS, with demonstrated responsibility for complex, cross‑functional programs.
- Strong analytical skills, with the ability to translate data and risk indicators into clear decision‑support tools and recommendations.
- Experience developing plans, SOPs, and operational protocols, particularly in high‑risk or emergency response contexts, with strong written communication skills.
- Familiarity with ISC/ICS and emergency management frameworks, and how utilities integrate with emergency operations during incidents.
- Demonstrated collaboration skills with the ability to align diverse stakeholders and drive progress where processes and programs are still being built.
- Comfort operating in ambiguity and change, including responding to evolving risk conditions, regulatory scrutiny, and time‑sensitive events.

Slalom is committed to fair and equitable compensation practices. The targeted hourly pay range is $55/hr to $85/hr. Actual compensation will depend upon an individual’s skills, experience, qualifications, location, and other relevant factors. The hourly pay range is subject to change and may be modified at any time.
